Todd Walthall

Todd Walthall is Chief Operating Officer at Blue Shield of California, a 4 million+ nonprofit health plan with over $20 billion in annual revenue serving the state’s commercial, individual and government markets. He is accountable for management and performance of the company’s membership, customer support, technology infrastructure, and creating a compelling value proposition across key lines of business. Walthall also chairs the Operating Committee of the company, which is accountable for driving organizational priorities and results. 

Walthall is a strategy, operations and general management executive with over two decades of leadership experience steering new products from concept to launch, translating theoretical business models into viable growth strategies, and implementing successful customer service and retention programs. He is committed to growing talent internally and creating a work environment that supports team members both personally and professionally. 

Joining Blue Shield in 2014, he served as Senior Vice President of Customer Experience leading all aspects of business operations from enrollment to claims processing and teams responsible for delivering exceptional customer service. Walthall was also responsible for the development of highly personalized digital solutions designed to keep healthcare consumers and providers better informed. In 2017, he was promoted to Executive Vice President of Markets responsible for management and performance of the company’s membership and revenue streams. He was promoted again into his current Chief Operating Officer role in October 2019.   

Preceding Blue Shield, Walthall served as Vice President and General Manager of Digital Service Integration at American Express. Prior to that, he served as Senior Vice President, Head of Deposits and Payments, and Senior Vice President of Channel Management at USAA (contributing to the development of the industry’s first mobile check-deposit service).  

Walthall serves several boards, including California Association of Health Plans (CAHP), AUGUST.CO and Coaching Corps (uses sport to inspire kids in the community to reach their full potential). He is also a member of the Executive Leadership Council and the executive sponsor of Blue Shield of California’s domestic violence awareness campaign and Operation V.E.T. (employee resource group open to employees who wish to support our military community). 

Walthall has a Bachelor of Science degree in Business Administration from Emmanuel College, and a Six Sigma Green Belt. He was a recipient of the 2016 Multicultural Leaders of California award from the National Diversity Council, and recently named by Savoy Magazine as one of the “Most Influential Black Executives in Corporate America.”
